Aside from a power outage, an ISP outage really creates the same situation. That's something we've dealth with a few times at our office. Usually there's plety of stuff to catch up on when that happens, but if I had to focus exclusively on SEO tasks without any internet access, I would almost certainly try to come up with some sort of link bait for our clients. During those times I've also read industry mags and of course used the valuable break to organize all my files for each client, which really helps out when the internet is available again.
